The first meeting of the Working Group on Social protection under the National Development Council under the President of the Republic of Tajikistan was held in Dushanbe

November 23, 2021, the Ministry of Economic Development and Trade of the Republic of Tajikistan, in partnership with the Ministry of Health and Social Protection of Population of the Republic of Tajikistan and with the technical support of UNDP in Tajikistan, held the first meeting of the Interdepartmental Working Group "Social protection" of the National Development Council under the President of the Republic of Tajikistan.

 

The meeting of the Working Group "Social protection" was aimed at discussing the functioning of the Working Group within the National Development Council under the President of the Republic of Tajikistan, the role of all members of the Working Group, which is represented by government bodies, development partners, the private sector and public organizations.

The participants of the first meeting of the Working Group discussed the issues of social protection, as well as the achievements and challenges in the activities of the Ministry of Health and Social Protection of Population of the Republic of Tajikistan, within the implementation of the Medium-Term Development Program for 2016-2020 and other sectoral programs taking into account the SDGs.

Completed and forthcoming steps of the research project aimed at determining access and participation of people with disabilities to health care, social protection, education, livelihood and building accessibility standards in Tajikistan, which is being carried out in partnership with the Ministry of Health and Social Protection of the Republic Tajikistanwere presented. The study will touch upon an overview of the existing health and social protection system, identifying an understanding of the real problems faced by people with disabilities.

The participants had the opportunity to familiarize themselves with a household survey on assistive technology in Rudakiregion of the Republic of Tajikistan, conducted by the World Health Organization, aimed at identifying the percentage of people with functional disabilities and the need for assistive technologies, as well as the percentage of satisfaction of this need. The survey showed that, on average, 24.6% of the surveyed respondents experience at least some difficulties in one of the functional areas, of which 6.9% feel the need for at least one assistive device, but do not have the opportunity to purchase it. As a result of the survey, WHO developed recommendations for universal health coverage, taking into account the provision of assistive technologies, which were presented at this session.

In particular, during the meeting, the monitoring and evaluation system of the MTDP for 2021-2025 of the Republic of Tajikistan was presented, its main differences from the monitoring and evaluation system of the MTDP for 2016-2020 were discussed, as well as the integration of the SDGs into the development of the program by sectors.

At the end of the meeting, a training was held to increase the capacity of the members of the Working Group, which will lasted until November 24. The aim of the training is to educate participants in the basics of strategic sectoral planning, resource mobilization, as well as a monitoring and evaluation system.

In order to improve the monitoring and reporting system for the implementation of national, sectoral and local development programs and SDGs, the Secretariat of the Council of the National Development Council under the President of the Republic of Tajikistan forms Interdepartmental Working Groups consisting of representatives of sectoral ministries and departments, public organizations, as well as development partners. In total, 14 Interdepartmental Working Groups of the National Development Council were formed in accordance with the selected sectoral development areas, covering the priorities of the National Development Strategy for the period up to 2030 and the SDGs.
