On January 21, 2025, the Ministry of Economic Development and Trade held an event entitled "The President's Address - the Main Guideline for the Long-Term Development of the Country", dedicated to the analysis of the Address of the President of the Republic of Tajikistan, the Leader of the Nation, Emomali Rahmon to the Majlisi Oli "On the Key Directions of Domestic and Foreign Policy of the Republic of Tajikistan", which took place on December 28, 2024.
The event was attended by the leadership, employees of the central office of the ministry and its structural divisions.
Opening the event, the Minister of Economic Development and Trade Zavqizoda Zavqi Amin noted that the Address of the President of the Republic of Tajikistan, the respected Emomali Rahmon to the Supreme Council is the main guideline for the long-term development of the country.
He noted that in the Address, the President of Tajikistan, the Leader of the Nation, the respected Emomali Rahmon, defined the achievements of the Republic of Tajikistan over the past 5 years and the prospects for the development of sectors of the national economy for the coming years.
The measures taken made it possible to achieve the country's gross domestic product of 153.4 billion somoni in 2024, and its real growth rate was 8.4%. That is, the country's GDP during this period increased by 74.3 billion somoni, or 2.2 times, and the population's income amounted to 99 billion somoni, which is 3 times more.
Over the past five years, despite the impact of two serious global crises and external factors, the national economic growth rate averaged 7.7% (8.5% excluding 2020, the year of the COVID-19 pandemic), which is 0.7 (1.5) percentage points higher than the previous five years (2015-2019).
The President of the Republic of Tajikistan, Leader of the Nation, respected Emomali Rahmon, instructed the ministries and departments, as well as executive authorities in 2025 to ensure the timely and high-quality implementation of adopted programs and plans, as well as to ensure economic growth of the country at a level of at least 8%.
In this regard, Zavqizoda Z. A. instructed responsible persons to strengthen their work on the use of modern macroeconomic and econometric models, as well as to take into account additional sources of growth and the intensity of indicators when developing forecasts of macroeconomic indicators. In addition, the esteemed Leader of the Nation instructed to take specific measures in 2025 to prevent the impact of possible risks on the national economy and to form a "green economy".
As for preventing the impact of possible risks on the economy, Zavqizoda Z. A. noted that within the framework of the work of the Ministry, as a co-chairman of intergovernmental commissions and the head of some international financial organizations, grant and concessional loans totaling $ 630 million were attracted. He also instructed to continue work on attracting funds in 2025.
In addition, in accordance with the approved action plan, work on the functioning of the Anti-Crisis Headquarters will be continued, and the prepared analytical reports will be sent to the Government of the country.
Also, the esteemed Leader of the Nation instructed the Ministry of Economic Development and Trade to develop and submit to the Government a draft "Medium-Term Development Program for 2026-2030" by the end of 2025.
Zavqizoda Z. A. emphasized that this document is the third and final phase of the implementation of the National Development Strategy until 2030 and the basis for ensuring national economic growth in the medium term.
In this regard, the responsible persons were instructed to give priority attention to the development of human capital, strengthening production capacities, applying modern technologies, organizing the production of competitive products with high added value, linking science with production and creating an economy based on knowledge, invention and innovation when developing the program within the framework of the instructions of the esteemed Head of State.
In this regard, the management and all employees of the central office of the ministry and its structural divisions decided to take the Message of the Head of State as the basis of their work and take measures for the high-quality and timely implementation of its activities.
At the meeting, the heads of the structural divisions of the central office of the ministry also expressed their opinions on the implementation of the instructions of the Message in such areas as the development of the real sector, trade and the social sphere.
