The first meeting of the Working Group on Monitoring and Evaluation under the National Development Council under the President of the Republic of Tajikistan was held in Dushanbe
December 9, 2021, the Ministry of Economic Development and Trade of the Republic of Tajikistan, with the technical support of UNDP in Tajikistan, held the first meeting of the Interdepartmental Working Group "Monitoring and Evaluation" of the National Development Council under the President of the Republic of Tajikistan.
The meeting of the Working Group "Monitoring and Evaluation" was aimed at discussing the functioning of the Working Group within the National Development Council under the President of the Republic of Tajikistan, the role of all members of the Working Group, which is represented by government bodies, development partners, the private sector and public organizations.
The participants of the first meeting of the Working Group discussed the implementation of the Medium-Term Development Program of the Republic of Tajikistan for 2016-2020. A high rate of economic growth was noted in comparison with other countries of the Commonwealth of Independent States, a general increase in the standard of living of the population, as well as positive structural changes in the sectors of the economy. However, the spread of COVID-19 had a significant impact on the achievement of the planned results, and therefore, during the implementation of the MTDP for 2016-2020, the expected results were achieved only within 50% of the planned indicators, which was shown at the meeting, and an overview of the lessons learned, the developed recommendations and the analysis that were taken into account in the development of the MTDP for 2021-2025 was provided.
The JICA office presented a plan for conducting a training program aimed at increasing the capacity of civil servants in policy and project development, assessment and project cycle management, which is currently under discussion. It is planned that one thousand civil servants will be trained, who will subsequently act as mentors on assessment issues.
In particular, during the meeting, the monitoring and evaluation system of the MTDP for 2021-2025 of the Republic of Tajikistan was presented, its main differences from the monitoring and evaluation system of the MTDP for 2016-2020 were discussed, as well as the integration of the SDGs into the development of the program by sectors.
At the end of the meeting, a training was held to increase the capacity of the members of the Working Group, which will lasted until December 10. The aim of the training is to educate participants in the basics of strategic sectoral planning, resource mobilization, as well as a monitoring and evaluation system.
In order to improve the monitoring and reporting system for the implementation of national, sectoral and local development programs and SDGs, the Secretariat of the Council of the National Development Council under the President of the Republic of Tajikistan forms Interdepartmental Working Groups consisting of representatives of sectoral ministries and departments, public organizations, as well as development partners. In total, 14 Interdepartmental Working Groups of the National Development Council were formed in accordance with the selected sectoral development areas, covering the priorities of the National Development Strategy for the period up to 2030 and the SDGs.
